The increase of ordinary expenditure due to the gradual purchase of the railways by the State [i.e., railway debts, guarantee upon revenue to share- holders, improvements, exploitation, and control), but not including the building of new lines, which still makes part of the extraordinary budget, has thus been within the iaet ten years as follows : —
