1 The various nations of the Indian Territory have elective tribal governments based on that of the United States. Qualifications for Voting In nearly all the States the laws designate the qualifications for voting, and as a rule persons convicted of treason or other felonies, and who are idiots or are insane, are excluded from suffrage. There are many modifi- cations and extensions of these qualifications. A few of the States ex- clude from voting persons who are unable to read the Constitution in English or to write their names.
