ARMY ^ By the provisions of the Constitution of the United States Congress is empo^Ye^ed to "raise and support armies," and the same instrument provides that the President of the United States " shall be the commander-in-chief of the Army and Xavy and of the militia of the several States when called into the service of the United States." During the war of the Revolution the military operations were directed by a " Board of War and Ordnance," created by the Continental Congress, June 12, 1776.
