At the end of the fiscal year, June 30, 1898, there were 22,828 enlisted men and apprentices in the service, Go per cent of whom were native born and 80 per cent citizens of the United States. The enlisted force of the navy the 15th day of August, 1898, when it reached its maximum during the war with Spain, numbered 24,123 men and apprentices. On the 31st day of October the enlisted force had been reduced to 19,401, and on the 31st day of December, as stated, to 18,685, and is being still further decreased. The official personnel is nearly that allowed by law. In the Marine Corps there are 72 officers and 3170 men, making a total in the navy, officers and men, of 23,463. The strength of the navy has been increased greatly during the past year. It is difficult to present a classification in har- mony with that used by other governments. It is believed, however, that the following statement as to the vessels will give not only the layman but the professional naval officer a fair knowledge of the composition of the ^avy.
