The members of the roj'al house of Bavaria are descendants of the ancient Counts of Wittelsbach, who flourished in the twelfth century. Duke ]\Iaxi- milian I. of Bavaria was elevated to the rank of Elector of the Holy Roman Empire in the Thirty Years' War ; and Elector Maximilian Joseph was raised to the rank of king by Napoleon I. in 1805.

Constitution and Government.
The present Constitution of Bavaria dates from ^lay 26, 1818 ; but since that time various modifications have been introduced. The Crown is here- ditary in the male line. To the king belongs the sole executive power ; but his ministers are responsible for all his acts. The legislative functions are exercised jointly by the king and Parliament, the latter consisting of an Upper and a Lower House. The Upper House — Chamber of ' Reichsratlie, " or councillors of the realm — formed in 1898 of 13 princes of the royal family, 3 crown dignitaries, the 2 archl)isho])s, the heads of 19 old noble families, and
