Mr. G. S. Forbes telegraphed thus:—

The Court of Wards desired to replace Mr. Payne who was obliged to go to England on urgent private affairs by an officer who would not only be competent to instruct the young Zemindar in regard to the management of his estate but would also be a suitable person for retention after the property passed the hands of the Government of Madras, Rai Bahadur K. Jagannadha Chettiar, an officer of marked ability, unblemished reputation and long experience was specially selected for that post.
