I have been induced to take the responsibility of issuing this statement and appeal by several gentlemen, whose opinions on the project are similar to my own, and who are agreed that the thing most necessary, in the first instance, is that some one should move in the matter; and that, if the facts are once fairly brought before the public, the joint action of a large and influential body of persons will easily be secured.
