5. The public shall have access to any monument of which the Commissioners of Works or any county council are the owners or guardians, but where they are guardians only with the consent of the owner of the monument, at such times and under such regulations as the Commissioners or council shall prescribe.
6.—(1.) In this Act the expression "monument" means any structure, erection, or monument of historic or architectural interest, or any remains thereof.
(2.) This Act shall be construed as one with the Ancient Monuments Protection Act, 1882.
(3.) In the application of this Act to Scotland a reference to the council of any county shall be construed as a reference to any county council within the meaning of the Local Government (Scotland) Act, 1889.
7. This Act shall not apply to Ireland.
8. This Act may be cited as the Ancient Monuments Protection Act, 1900, and may be cited with the Ancient Monuments Protection Acts, 1882 and 1892.
APPENDIX B.
FRENCH LAW FOR PROTECTING PLACES OF BEAUTY.
LOI ORGANISANT LA PROTECTION DES SITES ET MONUMENTS NATURELS DE CARACTERE ARTISTIQUE.[1]
Le Sénat et la Chambre des députés ont adopté,
Le President de la République promulgue la loi dont la teneur suit:
Art. 1er.-Il sera constitué dans chaque département une commission des sites et monuments naturels de caractere artistique.
Cette commission sera composée:
Du préfet, président;
De l'ingénieur en chef des ponts et chaussées et de l'agent voyer en chef;
Du chef de service des eaux et foréts;
De deux conseillers généraux élus par leurs collègues,
Et de cinq membres choisis par le conseil général parmi les notabilités des arts, des sciences et de la littérature.
Art. 2.-Cette commission dressera une liste des propriétés foncières dont la conservation peut avoir, an point de vue artistique ou pittoresque, un intérêt général.
