4. Regulation 16 extends the application of part-time illumination of signs or parts of signs to a greater range of specified signs.
5. Provision is made in Regulation 23 for traffic wardens to exempt drivers from the requirements of the road marking shown in diagram 1013.1.
6. Regulation 27 authorises the incorporation of symbols on certain temporary signs.
7. Regulation 36 prescribes light signals for the control of vehicular traffic in traffic lanes.
8. Regulation 37 prescribes twin flashing amber lights which may supplement advance warning of certain school crossing patrols.
9. Regulation 39 prescribes a system of variable sign displays to give warning and information of certain temporary situations on motorways.
10. Regulation 40 prescribes the size, colour and type of lamps used to delineate temporary obstructions and road works as traffic signs.
11. A number of new signs are introduced into Schedules 1 to 6, including signs indicating prohibitions on vehicles of specified lengths and heights and signs to indicate traffic lanes reserved for certain kinds of buses.
Part II of the Instrument re-enacts with amendments the Traffic Signs General Directions 1964 as amended. The principal changes are:—
1. Where the Secretary of State's approval of the sites for placing certain signs is required, that approval is in all but three cases only needed when those signs are to be placed for the first time on or near a motorway, trunk road or a principal road (Direction 5).
2. The Secretary of State's site approval of certain light signals on non- principal roads with a speed limit of less than 40 mph and on all roads other than motorways and trunk roads in Greater London is limited to consideration of the apparatus used, the number and disposition of the signals about the junction and the control programme applied to the operation of the signals (Direction 34(1)(b) and (c)). After 1st January 1976, the Secretary of State's approval of the apparatus used for portable light signals prescribed by Regulation 33 will be required prior to erection (Direction 34(1)(d)).
3. Directions 38 to 44 are new provisions—
(i) governing the placing of certain signs in controlled parking zones (defined in Direction 28),
(ii) restricting the use of certain light signals to motorways (Direction 39),
(iii) governing the use of certain light signals in relation to traffic lanes (Directions 40 and 41),
(iv) requiring type approval by the Secretary of State of certain electrical and other equipment in the nature of switchgear and of apparatus used to secure compliance of certain traffic signs with the Regulations prescribing them (Direction 42),
(v) requiring the placing of certain road markings to precede the commencement of the marking shown in diagram 1013.1 in Schedule 2 to the Regulations (Direction 43).
