Dear Sir,
I have your favor of the 2d of February returned.(illegible text) I hardly thought that an expression of opinion as to the construction of a tunnel to connect the Island of Prince Edward with the main land should be required.
Every man who has given any attention to the condition of things and the necessities envolved y the Island entering into the Confederation must admit that such a tunnel must be be constructed if the theory is reasonably practicable. The first thing to be done is to have an accurate survey and estimate. I am only sorry that it was not done long ago.
