On March 26, indeed, the Moscow Commissar, Stalin, telegraphed to the local Soviets that the Czechoslovaks were not going through as an armed unit but as free citizens, and that they carried a certain number of weapons as protection against the counter-revolutionaries. He added: “The Soviet of the People’s Commissars wishes every assistance to be given them on Russian soil.”
