Proclamations Proc. 7266 regulations that apply to the rest of the monument, except that livestock grazing may be permitted in the area added by this proclamation. Wilderness Study Areas included in the monument will continue to be managed under section 603(c) of the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701 e! seq.). Nothing in this proclamation shall be deemed to revoke any existing with- drawal, reservation, or appropriation; however, the national monument shall be the dominant reservation. Warning is hereby given to all unauthorized persons not to appropriate, in- jure, destroy, or remove any feature of this monument and not to locate or settle upon any of the lands thereof.
