In recognition of the importance of safe boating practices, the Congress, by ioint resolution approved June 4, 1958 (36 U.S.C. 13\177), as amended, has au- thorized and requested the President to proclaim annually the 7-day period prior to Memorial Day weekend as "National Safe Boating Week." NOW, THEREFORE, I, GEORGE W. BUSH, President of the United States of America, do hereby proclaim May 20 through May 26, 2006, as National Safe Boating Week. I encourage the Governors of the 50 States and the Commonwealth of Puerto Rico, and officials of other areas subiect to the iurisdiction of the United States, to ioin in observing this week. I also urge all Americans to learn more about safe boating practices and always engage in proper and responsible conduct while on the water. Sonny Montgomery, I hereby order, by the authority vested in me by the Constitution and laws of the United States of America, that on the day of his interment, the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset on such day. I also direct that the flag shall be flown at half-staff for the same period at all United States embassies, legations, consular of- rices, and other facilities abroad, including all military facilities and naval vessels and stations.
