Senhor Encarregado de Negócios,

Tenho a honra de levar ao conhecimento de Vossa Senhoria hover o Govêrno brasileiro, de acôrdo com os anteriores entendimentos sôbre o assunto, considerado atantamente a situação dos cidadãos brasileiros, que vêm, por diversos modos, presentando auxílio ao esfôr"co de guerra britânico.

2. A propósito, cumpre-me informar Vossa Senhoria de que, desejendo tornar mais efetiva a colaboração militar e política com o Govêrno de Sua Majestade no Reino Unido, e considerando, ainda, a identidade dos propósitos e dos objetivos que animam ambos os países na luta em que se acham empenhados, na qual não se encontram apenas em jôgo os interẽsses particulares do Brasil e do Reino Unido, senão tambem, e primcipalmente, os pricípios em que assentam a civilização dos dois povos e os ideais

Monsieur le Chargé d'affaires,

I have the honour to inform you that the Brazilian Government, in accordance with previous understandings on the subject, have carefully considered the position of Brazilian citizens who have, in different ways, been helping the British war effort.

2. In this connexion, I have to inform you that, desirous of rendering more effective the military and political collaboration with His Majesty's Government in the United Kingdom and, further, having in view the identity of the intention and objectives which animate our two countries in the struggle in which they are engaged, and in which there are at stake not only individual interests of Brazil and of the United Kingdom but also and above all the principles on which are based the civilisation of the two peoples and
