Article 2

The Contracting Parties shall extend to each other the most-favoured nation treatment with reference to all questions of commerce and navigation between the two countries, and also with reference to the activities of physical and legal persons of one of the Contracting Parties in the territory of the other Party.

Article 3


The Contracting Parties shall in every way develop and strengthen the relations existing between them in the sphere of culture, science and art. Accordingly, the Governments of the Contracting Parties shall enter into negotiations with a view to concluding appropriate agreements. In so doing, both Governments shall be guided by their desire further to strengthen such relations.

Article 4

The Contracting Parties shall promote the exchange of experience between the two countries in the sphere of industry and agricultural production, by sending specialists, giving technical assistance, organizing exhibitions, exchanging seed and plant samples, and by other means.

Article 5

This Agreement shall remain in effect for a period of ten years. The Agreement shall be ratified as soon as possible and shall come into force on the date of the exchange of the instruments of ratification, which shall take place in the city of Pyong-Yang.

If neither of the Contracting Parties gives notice in writing, twelve months before the expiration of the aforesaid period of ten years, that it wishes to denounce the Agreement, the latter shall remain in force until the expiration of one year from the date on which the Agreement is denounced by either of the Contracting Parties.

In Faith Whereof, the plenipotentiaries of the two Contracting Parties have signed this Agreement and affixed thereto their seals.

Done at Moscow on 17 March 1949 in two copies, in the Russian and Korean languages, both texts being equally authentic.
