To make certain technical corrections to amendments made by the Food Security Act of 1985, and for other purposes. Designating the week beginning March 2, 1986, as "Women s History Week". To establish, for the purpose of implementing any order issued by the President for fiscal year 1986 under any law providing for sequestration of new loan guarantee commitments, a guaranteed loan limitation amount applicable to chapter 37 of title 38, United States Code, for fiscal year 1986. To direct the President to issue a proclamation designating February 16, 1986, as "Lithuanian Independence Day". To designate March 16, 1986, as "Freedom of Information Day". To amend section 901 of the Alaska National Interest Lands Conservation Act.
