PUBLIC LAW 100-275—MAR. 31, 1988 and Insular Affairs of the House of Representatives no later than three years after the date of enactment of this Act. A failure by the Secretary to transmit such report within such three-year period shall not relieve the Secretary from the requirement to prepare such plan. Approved March 31, 1988.
