ASSISTANT SECRETARY FOR HUMAN DEVELOPMENT SERVICES PAYMENTS TO STATES FOR FOSTER CARE AND ADOPTION ASSISTANCE For an additional amount for "Pa5mients to States for Foster Care and Adoption Assistance", $423,345,000 for title IV-E of the Social Security Act, which shall be available for prior years' claims. DEPARTMENT OF EDUCATION IMPACT AID Section 5(e)(l)(D) of the Act of September 30, 1950, as amended (20 U.S.C. ch. 13), shall not apply to any local educational agency that was an agency described in section 5(c)(2)(A)(ii) of the Act in fiscal year 1987 but is an agency described in section 5(c)(2)(A)(iii) of the Act in fiscal year 1989 as a result of families being moved off-base in order to renovate base housing: Provided, That any school district which received a payment under section 5(b)(2) of the Act for fiscal year 1986 but which the Department of Education has determined to be ineligible for section 2 assistance due to a review of the original assessed value of the real property involved at the time of acquisi- tion of the Federal property shall be deemed eligible for payments under section 2, for fiscal year 1989 only. REHABILITATION SERVICES AND HANDICAPPED RESEARCH Appropriations under the heading "Rehabilitation Services and Han(Ucapped Research" shall be considered as funds mandated by law for purposes of applying section 517 of the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 1989. GUARANTEED STUDENT LOANS For payment of obligations under this heading incurred during fiscal year 1989, $892,428,000.
