(b) CONDITIONS.— In developing the data base described in subsection (a), the Secretary of State shall be required to satisfy the following conditions: (1) Any agreement for an on-line bibliographic data base entered into for purposes of this section shall continue to be subject to full and open competition or merit review among qualified United States institutions with strong Latin American and Caribbean programs. (2) The Secretary of State shall ensure that funds are not awarded to maintain services which are significantly 'duplicative of existing services. TITLE XI—BUDGET ACT COMPLIANCE 22 USC 2651 SEC. 1101. COMPLIANCE WITH CONGRESSIONAL BUDGET ACT. (a) LIMITATION ON SPENDING AUTHORITY.— Any new spending authority (within the meaning of section 401 of the Congressional Budget Act of 1974) which is provided under this Act shall be effective for any fiscal year only to the extent or in such amounts as are provided in advance in appropriation Acts. Qo) LIMITATION ON CONTRACT AUTHORITY. —Any authority provided by this Act to enter into contracts shall be effective only— (1) to the extent that the budget authority for the obligation to make outlays, which is created by the contract, has been provided in advance by an appropriation Act; or (2) to the extent or in such amounts as are provided in advance in appropriation Acts. SEC. 1102. WAIVER OF EARMARKS. Section 101(a)(1) that follows "1991"; 101(c); 102(a)(2); 221(b); 702(a); 702(b) and 704(c) of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 (including amendments made thereunder), and section 1204 of the Foreign Service Act of 1980 as amended by section 149(b) of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991; section 505(e)(3) of title V of the United States Information and Educational Exchange Act of 1948, as amended by section 205 of the Foreign Relations Authorization Act, Fiscal Years
