Arthur, President of the United States of America, by virtue of the authority vested in me by section four thousand two hundred and twentyeight of the Revised Statutes, do R_g_4ggg_814_ hereby declare and proclaim, that on and after the said first day of March next, so long as the products of, and articles proceeding from, Reciprocity the United States, imported into the islands of Cuba and Porto Rico, ' shall be exempt from discriminating customs duties, any such duties i on the products of, and articles proceeding from, Cuba and Porto Rico under the Spanish Hag shall be suspended and discontinued. Whereas it is alleged that certain persons have within the territory Preamble and jurisdiction of the United States begun and set on foot prepara~ tions for an organized and forcible possession of, and settlement upon, the lands of what is known as the Oklahoma lands, in the Indian Territory, which Territory is designated, recognized and described by the treaties and laws of the United States and by the executive authorities as Indian country, and as such is subject to occupation by Indian tribes only; and
