(New York), to cost, exclusive of armament, not more than three million five hundred thousand dollars. excluding any premium that may be paid for increased speed and the cost of armament. The contract for the construction of said cruiser shall contain provisions to the enect that the contractor guarantees that when competed and tested for Minimum spew. speed, under conditions to be prescribed by the Navy Department, it shall exhibit a speed of at least twenty knots per hour; and for every quarter knot of speed so exhibited above said guaranteed speed the contractor shall receive a premium over and above the contract price mlircmium and pen- of fifty thousand dollars; and for every quarter knot that such vessel °" fails of reaching said guaranteed speed there shall be deducted from
