P'*°‘*°“- And printing and binding for Congress chargeable to this appropriation, when recommended to be done by the Committee on Printing of either House, shall be so recommended in a report containingan approximate estimate of the cost thereof, together with a statement from the Public Printer of estimated approximate cost of work previously ordered by Congress, within the fiscal year for which this appropriation is made (all reserve work shall be bound in sheep); and the heads of the Executive Departments, before transmitting their annual reports to Congress, the printing of which is chargeable to this appropriation, shall cause the same to be carefully examined, and shall exclude therefrom all matter, including engravings, maps, drawings, and illustrations, except such as they shall certify in their letters transmitting such reports to be necessary and to relate entirely to the transaction of public business; ° For the State Department, eighteen thousand dollars; For the Treasury Department, two hundred and eighty-five thousand dollars, including not exceeding twenty thousand nine hundred and thirty-five dollars for the Coast and Geodetic Survey; For the War Department, one hundred and thirty thousand dollars, of which sum twelve thousand dollars shall be for the catalogue of the library of the Surgeon—General’s Omce;
