" g° °'“` Ohio River between the cities of Covington, Kentucky, and Cincinnati, Ohio, at the place and according to the plans of said bridge approved by the Secretary of War, except that the height of said bridge above V°'· 2* P- 415- low water shall be one hundred and five feet and iour inches instead of one hundred and fifteen ieet as now required by law and as shown by the plans approved by said Secretary of War: Provided, That nothing
