That proposals for the sale of land' suitable for said site shall be invited by public advertisement in two or more of the newspapers of largest circulation in said city for the period of at least twenty days prior to the date specified in said advertisement for the opening of said proposals. That thereafter the Secre E¤¤¤¤i¤¤¤¤¤ ¤f¤i¤¤- tary of the Treasury shall cause examination to be made of the said bids and the said proposed sites, and shall cause statements, maps, and plats thereof to be taken and submitted to him; and thereupon the Secretary of the Treasury shall tinally determine the location of said building and the amount to be paid for the site thereoh And the Sec- P'““"· “"· retary of the Treasury shall cause appropriate sketches, plans, drawings, and specifications and detailed estimates for the building to be prepared by the Supervising Architect of the Treasury Department, providing that the Secretary of the Treasury is hereby authorized and
