Be it enacted by the Senate and House of Representatives of the United T¤¤1f¤¤€¤¤¤¤¤· States of America in 0'ongress assembled, That a census of the population, of deaths, and of the manufacturing, mechanical, and agricultural products of the United States shall be taken in the year nineteen hundred, and once every ten years thereafter. g•;¤_;;;Q¤¤· Sec. 2. That there shall he established in the Department of the ' Interior a Census Office, the chief officer of which shall be denominated the Director of the Census. It shall be his duty to superintend and direct the taking of the Twelfth Census of the United States, in accordance with the laws relating thereto, and to perform such other duties as may be required of him bylaw. The Director of the Census shall be appointed, as soon as practicable after the passage of this Act, by - the President, by and with the advice and consent of the Senate, and annum na¤»¤m.. shall receive an annual salary of six thousand dollars; and there shall also he an Assistant Director of the Census, to be appointed in like manner, who shall be an experienced practical statistician, and shall mm, mmm receive an annual salary of four thousand dollars: Provided, That nothnaquimsim. ing herein contained shall be construed to establish a census bureau permanent beyond the Twelfth Census. That during the absence of the Director of the Census, or ° "°°when the office of Director shall become vacant, the Assistant Director shall perform the duties of the Director. d:¤¤•¤¤k¤•·¤1¤rk¤. Sec. 4. That there shall also bein the Census Office, to be appointed ' by the Director thereof in the manner hereinafter specitied, five chief. statisticians, who shall be persons of known and tried experience in statistical work, at an annual salary of three thousand dollars each; a chief clerk, one disbursing clerk, and one geographer, at an annual salary of two thousand five hundred dollars each; five expert chiefs of division and two stenographers, at an annual salary of two thousand dollars each; ten clerks of class four, fifteen clerks of class three, twenty clerks of class two, and such number of clerks of class one, and of clerks, copyists, computers, and skilled laborers, with salaries at the rate of · not less than six hundred dollars nor more than one thousand dollars per annum, to be appointed from time to time, as may be found necessary for the proper and prom pt performance of the duties herein required dllqud of ·ii¤l>¤r¤i¤g to be undertaken. The disbursin g clerk herein provided for shall, before “ ‘ entering upon his duties, give bond to the Secretary of the Treasury in the sum of fifty thousand dollars, which bond shall be conditioned that the said officer shall render a true and faithful account to the proper accounting officers of the Treasury. quarter-yearly, of all mbneys and properties which shall be received by him by virtue of his office, with sureties to be approved by the Solicitor of the Treasury.
