Ch. 419. 1899. 1017 not interfere_with nor delay the rapid completion of the census reports provided for in section seven of this Act, and all reports prepared under the provisions of this section shall be designated as “Specia1 Reports of the Census Office." Sec. 9. That the Director of the Census shall, at least six months supsis-ism, prior to the date fixed for commencing the enumeration at the Twelith and each succeeding_ decennial census, designate the number, whether one or more, of supervisors of census to be appointed within each State and Territory, the District of Columbia, Alaska, and the Hawaiian Islands, who shall be appointed by the President, by and with the advice and consent of the Senate: Provided, That the whole number mums. of such supervisors shall not exceed three hundred: And provided ""“"° °*° “““"""· further, That wherever practicable and desirable the boundaries of the ?·¤¤r¤<1¤rie¤ or dissuperv1sors’ districts shall conform to the boundaries of Congressional m"" districts. Sec. 10. That each supervisor of census shall be charged with the mass or supervisperformance, within his own district, of the following duties: To con- °'“‘ sult with the Director of the Census in regard to the division of his district into subdivisions most convenient forthe purpose of the enumeration, which subdivisions shall be declared and the boundaries_thereof nxed by the Director of the Census; to designate to the Director suitable persons, and, with the consent of said Director, to employ such persons as enumerators within his district, one or more for each subdivision and resident therein; but in case it shall occur in any enumeration district that no person qualified to perform and willing to undertake the duties of enumerator resides in that subdivision the supervisor may employ any fit person to be the enumerator of that subdivision; to communicate to euumerators the necessary instructions and directions relating to their duties; to examine and scrutinize the returns of the enumerators, and in event of discrepancies or deficiencies appearing in the returns for his district, to use all diligence in causing the same to be corrected and supplied; to forward to the Director of the Census the —¤¤¤<»¤¤¢s. completed returns for his district in such time and manner as shall be · prescribed by the said Director, and to make up and forward to the Director the accounts required for ascertaining the amount of compensation due to each enumerator in his district, which accounts shall be duly sworn to by the enumerator, and the same shall be certified as true and correct, if so found, by the supervisor, and said accounts so sworn to and certified shall be accepted by the said Director, and payment shall be made thereon by draft in favorof each euumerator. The duties Syroryisipz to is imposed upon the supervisor by this Act shall be perfor1ned, in any and "` “I """"'* °'°· all particulars, in accordance with the instructions and directions of the Director of the Census: Prorided, That if the supervisor of any dis- rfa.-ats. trict has not been appointed and qualihed on the ninetieth day pre. ,,,‘,f(}{f"°”¥"‘°‘**‘"¤"¤° ceding the date fixed for the commencement of the enumeration, the Director of the Census may appoint a special agent, who shall be a resident of the same district, to perform the work of subdivision into enumeration districts: And provided, That any supervisor who may mmm-si of super. abandon, neglect, or improperly perform the duties required of him by '*'°'·°'°· this Act may be removed by the_ Director of the Census, and any vacancy thus caused or otherwise occurring during the progress of the enumeration may be filled by the Director of the Census. Sec. 11. That each supervisor of census shall, upon the completion ssps-svism·s· comof his duties to the satisfaction of the Director of the Census, receive ¥“““°“‘*°“·°‘°· the sum of one hundred and twenty-five dollars, and in addition thereto, in thickly settled districts, one dollar for each thousand or majority fraction of a thousand of the population enumerated in such district, and in sparsely settled districts one dollar and forty cents for each thousand or majority fraction of a thousand of the population enumerated in such district; such sums to be in full compensation for all services rendered and expenses incurred by him, except that in serious emergencies arising during the progress of the enumeration in his district, or in connection with the reenumeration of any subdivision, he
