Ch. 3. 1897. 83 For collecting and transportation of pupils to and from Indian Tr¤¤¤r>·>r¤fi¤¤·¤¤=- schools, and also for the transportation of Indian pupils from all the Indian schools and placing of them, with the consent of their parents, under the care and control of such suitable white families as may in all respects be qualified to give such pupils moral, industrial, and educational training, under arrangements in which their proper care, support, and education shall be in exchange for their labor, thirty-five thousand dollars. That all expenditure of money appropriated for school purposes in cpmmaqsmm of this Act shall be at all times under the supervision and direction of the }§,j'{Q,Qpg,‘f,‘}l{f,c‘;f ‘“‘ Commissioner of Indian Aifairs and in all respects in conformity with such conditions, rules, and regulations as to the conduct and methods of instruction and expenditure of money as may be from time to time prescribed by him, subject to the supervision of the Secretary of the Interior. _ MISCELLANEOUS. Congress whether the Mississippi Choctaws under their treaties are not entitled to all the rights of Choctaw citizenship except an inter- _ _ est in the Choctaw annuities: Provided further, That on and after Uf,‘Q_,f,‘g’,2{0$,‘;§§,t§f January first, eighteen hundred and ninety-eight, the United States 1mu.¤·r¤mmy,¤ur courts in said Territory shall have original and exclusive jurisdiction and authority to try and determine all civil causes in law and equity thereafter institute and all criminal causes for the punishment of any offense committed after January first, eighteen hundred and ninety- eight, by any person in said Territory, and the United States commis- U. s. cmmmmm. sioners in said Territory shall have and exercise the powers and jurisdiction already conferred upon them by existing laws of the United States as respects all persons and property in said Territory; and the laws of the United States and the State of Arkansas in force in the Territory shall apply to all persons therein, irrespective of race, said courts exercising jurisdiction thereof as now conferred upon them in the trial of like causes; and any citizen of any one of said tribes other- ·T¤¤¤¤- wise qualined who can speak and understand the English language may serve as ajuror in any of said courts.
