C1-1. 1482. 1905. 1147 Surveys and examinations provided for in this section shall, unless Surveys and enmiotherwise expressed, be paid for from the appropriations made for the °°u°°°' respective improvements or projects to whidh they pertain, or in connection with which they are mentioned. All works of improvement heretofore or herein authorized to be ¤<>¤¤‘¤¤¤¤.¤t¤- prosecuted or comp eted under contracts may, in the discretion of the Secretary of War, be carried on by contract or otherwise, as may be most economical or advantageous to the United States. \\'here separate works or items are consolidated in this Act and an A¤¤¤¤¤¤¤¤· aggregate amount is appropriated therefo1·, the amounts herein appropriated shall be expended in securing maintenance and improvement according to the respective projects herein or heretofore adopted by Congress, after giving due regard to the respective needs of traffic. The allotments to the respective works herein consolidated shall be made by the Secretary of rar upon recommendations by the Chief of Engineers. In case such works or items are consolidated and separate amounts are given with each project, the amounts so named shall be expended upon such separate projects, unless in the discretion of the Secretary o War another allotment or division. should be made of the same. Any balances now remaining to the credit of the consoli- U”°°“’“’““°°“· dated items in this Act shall be carried to the credit of the respective aggregate amounts appropriated for the consolidated items herein contained. In all cases where separate appropriations are made for works in t Gembininz wuthis Act, if money can be more advantageously e ended by combin-_ nc s' ing under one contract two or more such works, sm combinations are authorized and shall be made. _ · Sec. 2. For preliminary examinations and surveys (other than those m1;‘¤§:=¤i¤¤¤‘v ¤¤¤¤¤i- mentioned in section one), contingencies, expenses connected with Agpuipmnou. inspection of bddges, the service o notice required in such cases, the examination of b.[·ige sites and reports thereon, and for incidental repairs for which there is no special appropriation for rivers and harbors, three hundred and twenty-five thousand dollars: Provided, That grg no preliminary examination, survey, project, or estimate for new works other than those designated in this or some prior Act or resolution shall be made: Provided jiwtfzer, That after the regular or formal p(§{‘s{’P*°‘“°“‘“‘ '°‘ reports made as required by law on any examination, survey, project, or work under way or proposed, are submitted no supplemental or additional report or estimate shall be made unless ordered by a concurrent resolution of Congress. The Government shall not be deemed to have entered upon any project for the improvement of any waterway or harbor mentioned in this Act until ands for the commence- {nent of the proposed work shall have been actually appropriated by aw. That in all cases in which appropriations or authorizations r{;*§;§g*¤¤= ¤Pv=¤· have heretofore been made, or are herein made, for the completion of P " river and harbor works, and the amounts appropriated or authorized shall prove insufficient for completion, the Secretary of lrVar may, in his discretion, on the recommendation of the Chief of Engineers, appl y such amounts appropriated or authorized for the prosecution of such work. · Sec. 4. That the Secretary of War is hereby authorized and empow- nfgvggjgggaefgs i¤ ered to prescribe regulations to govern the transportation and dumping g ° " into any navigable water, or waters adjacent thereto, of dredgings, earth, arbage. and other refuse materials of every kind or description, wlienever in his judgment such regulations are required in the interest of navigation. Such regulations shall be posted in conspicuous R¤s¤1¤¤i¤¤S· and appropriate places for the information of the public; an every person or corporation which shall violate the said regulations, or any of them, shall be deemed guilty of a misdemeanor and shall be subject
