States of America in Congress assembled, That an Act entitled "An MR_’§'f{5$:’Q°i.?§‘¤¤- Act to authorize the counties of Sherburne and Wright, Minnesota, °d· to construct a bridge across the Mississippi River," approved March twenty-ninth, nineteen hundred and four, is hereby amended so as to read as follows: . _ ' 0¢¤¤s¤•¤<¤1¤kF·**¢= "That the town of Otsego, in the county of Wright, the county of °°b°m°°°d' Wright, and the village of Elk River, in the State of Minnesota, through their corporate authorities, are hereléy authorized and empowered to construct and maintain a wagon an foot bridge, with necessary approaches, across the Mississippi River for the purpose of connectin the villw of Elk River, in erburne County, with the byu? ¤¤d *°°* town of fisego, in right County. Such bridge shall be constructed ` to provide for the passage of mens and vehicles of all kinds, animals, foot érassengers, and for all travel. manu. “E0. 2. That the said bridge authorized to be constructed under · this Act shall be built and constructed, upon plans to be approved by the Secretary of War, from the south side of the river, in the town of Otsego, county of Wright, at or near where the sixteenth section lineof section ten, township one hundred and twentpioue north of range twenty-three west, projects into and across the ississippi ltiver to a point on the north side of the river, in the village of Elk River, county of Sherburne, at or near where the aforesaid line if projected across the river would touch block`four in said village, and shall be subject to the free use of the public, under such rules and regulations as may be fircmw- of wu w prescribed by the counties of Sherburne and Wright: Provided, That appmvwnn, ew. the said bridge shall be constructed under and subject to such regulations for the security of navigation as the Secretary of War.shall prescribe; and to secure that object the said counties shall submit for is examination and approval a desi n and drawing of the bridge and a map of the location; and until the location and plan of the bridge are apgpoved by the Secretary of War the bridge shall not be commenced or uilt; and should any change be made in the plan of said bridge duringcthe progress of construction or after comp etion, such change shall subjpchlilto the approval of the Secretary of War. m¤:éj_f:e¤¤g;;e¤¤•¤r¤ "Sec. 3. t said bri ge shall be a lawful structure, and shall be ` recognized and known as a post route, and shall enjoy the rights and privileges of other post-roads in the United States; and no higher charge shall be made for the transmission over the same of the mails, troops, and munitions of war of the United States than the rate per mile paid for the transportation over the road or roads leading to such Tbclezraph, em., bridge.
