The amount herein provided shall be allotted by the Secretary of War: Provided, That in no mgm case shall such allotment be made unless recommended by the local engineer having such channel or imlprovement in chargle and by the _ _ Chief of Engineers, respectively: voided jiu-ther, That no single L"'““‘°°"· channel or improvement shall be allotted a sum greater than ii ty thousand dollars, nor any portion of the said appropriation, unless the same is necessary in the interest of navigation or to protect and preserve existing government work in the interest of navigation.
