That no part of the amount heretofore mentioned as the limit of cost is authorized to be appropriated by this Act except for the preparation of designs and estimates. And so much as may be necessary of the Use of b¤¤¤¤ce- _ unexpended balance of the amount heretofore authorized for the ac uisition of said site shall·be available for the preparation of designs _ and estimates: Provided further, That the foregoin authorization ,c§,d°}§‘°'Q,,‘f,1p,,"‘§,§’§,{,',; ' shall be in addition to and independent of the authorizations and M¢¤i¤>·=¢’¤0¤i<=¢- appropriations for personal services for the office of the Supervising Architect otherwise made. Sec. 33. That section thirty-seven hundred and thirty-four of the b<;gg¤¤¢¤ for Mw Revised Statutes of the United States be, and the same is hereby, °n,s,?§':e.sm,p.m, amended so as to read as follows: · ‘““°“‘*°"· "Sec. 3734. And hereafter no money shall be paid nor contracts Limirfor ¤i¢¤¤· made for payment for any site for a public building in excess of the amount specifically appropriated therefor; and no money shall be Skcw€!:1p{;¤;¤w be expended upon any pu lic building until after sketch plans showing §`,E£§{m_ °*° °" , the tentative design and arrangement of such building, together wit outline descri tion and detailed estimates of the cost thereof shall have been made by the Supervising Architect of the Treasury Department (except when otherwise authorized by law) and said sketch lans and estimates shall have been approve by the Secretary of the Treasury and the head of each executive department who will have officials located in such building; but such approval shall not prevent Changes. subsequent changes in the design, arrangement, materials, or methods of construction or cost which may be found necessary or advantageous: Provided, That no such changes shall be made involving an emma. expense in excess of the limit of cost fixed or extended by Congress, R°sm°"°"‘ and all appropriations made for the construction of such building shall be expended within the limit of cost so fixed or extended." Sec. 34. That hereafter the Secretary of the Treasury be, and he is §,%*yg,°*;j*j&_P*¤¤¤· hereby, authorized to enter into contracts for the full architectural rqii krgniteeeumi services of the successful architect in any competition held under §§c'Y{,‘{‘,§’,,,°{,,§‘{§’$} the provisions of the Act of February twentieth, eighteen hundred and ninety-three, and to compensate him for his services from the appropriation for "general expenses of public buildings" available at the time rpayment for the particular services rendered is due. Sec. 35. hat hereafter the Secretar of the Treasury may, in his ,,,¥§’§,f,,'$,{,§§‘,{,'f’Q?§’ discretion, upon the request `of the liead of any other executive Prsn¤¤¤0¤l¤{t°(§:}g department, or establishment of the Govemment not under any §c$'°° executive department, cause the plans, drawings, designs, specifications, and estimates to be prepared in the office of the Supervising Architect, for any building or buildings for governmental purposes which the head of any other executivedepartment or estab ishment not under an executive department may be authorized to have con-
