The contracting party; shall begin the ¤.,{{f';€,,_°' °°“““‘°‘ said work within one year from the approval of t is Act, and shall complete the same within three years from the date of commencing construction; otherwise the authorization hereby conferred shall bc void and the rights hereby conferred shall cease and be determined, the Government reserving the right to commence and finish the work, if deemed advisable, at any time before it is commenced by the contracting party; or, if begun and not carried out in strict conformity to the directions of the Secreta? of War, the Government ma assume the completion of said wor at its option, the cost of such completion to be paid by the contracting party: Provided, That the Siecretary of War shall determine from'time to time whether the work is being properly done.
