Tim Ennrsrnn Rnssnvn ·Oonr>s.——For the purpose of C,,’§p“§S‘°d R°°°"° securing an additional reserve of enlisted men for military service <><>¤S¤i¤¤¤<>¤¤f¢1¤¤·- with the E eer, Signal, and Quartermaster Corps and the Ord- p°S°` nance and lllledical Departments of the Regular Arm , an Enlisted Reserve Corps, to consist of such number of enlisted, men of such grade or a as as may be designated by the President from time to time, is Elereb authorized, such authorization to be effective on and after the fiist day of July, nineteen hundred and sixteen. _ There may be enlisted in the grade or grades hereinbefore speci- ,,H °§'§,_ p°`l°°’ fied, for a period of four years, under such rules as may be prescribed by the President, citizens of the United States, or persons who have declared their intentions to become citizens of the United States, subject to such physical, educational, and practical examination as Im may be prescribed in said rules. The ;.,§§£u°g°S’°t°" °°°' certificates so given shall confer upon the holders when called into active service or for purposes of instruction and training, and during the period of such active service, instruction, or trainin , all the authority, rights, and Bprivile es of like grades of the Regufar Army. Enlisted men of the nlisteg Reserve Corps shall take precedence ¤§i§§{§{§§’c€§,,l{,}h$i in said corps according to the dates of their certificates of enlist- *°°»°‘°- ment therem and when called into active service or when called out for purposes of instruction or training shall take precedence next below all other enlisted men of like grades in the Regular Army. And the Secretary of War is hereby authorized to issue to members ;,,£l’°i”°""° '°°°°° of the Enlisted Reserve Corps and to persons who have participated in at least one encampment for the military instruction of citizens, conducted under the auspices of the War Department, distinctive rosettes or knots designed for wear with civilian clothing, and whenever a rosette or knot issued under the provisions of this section shall have been lost, destroyed, or rendered unfit for use without fault or neglect upon the part of the person to whom it is issued, the Secretary of War shall cause a new rosette or knot to be issued to such person without charge therefor.
