Whereas under and by virtue of an Act of Congress entitled "An urn?-ni}-.; f Act To provide further for the national securit anddefense by encouraging the production, conservinfg the supply, and controlling the distribution 0 food products and uel," approved by the Presigpirilt on tpeumth day of August, 1917, it is provided among other gs as o ows: That by reason of the existence of a state of war, it is essential to iitimhitgyzwvmn the national security and defense, for the successful prosecution of the war, and for thesupport and maintenance of the Army and N :3, to assure an adequate supply and equitable distribution, and to f `· tate the movement, of foods, feeds, fuel including fuel oil and natural gas, and fertilizer and fertilizer ingredients, tools, utensils, implements, machinery, and equipment required for the actual production of foods, feeds, and fuel, hereafter in this Act called neceesar1es;_t0 prevent, locally or generally, scarcity, monopolization, hoarding, m- ]1u·ious speculation, manipulations, and private controls, affecting such supply, distribution, and movement; and to establish and maintain governmental control of such necemaries during the war. For such purposes theinstrumentalities, means, methods powers, authorities, duties, oblilgations, and prohibitions hereinafter set forth are created, establis ed, conferred, and prescribed.
