On and from the twentieth day of Novem- omws ber, one thousand nine hundred and eighteen, the non-commissioned officers of said organizations, the members of which are hereby called, shall continue as non—commissioned officers in said organizations in other mumdmm the Federal Service with the same relative rank as heretofore and all other enlisted men in said organizations shall continue in the grades and ratings held by them in the Guard of the Philippine Islands on the twentieth day of November, one thousand nine hundred and eighteen, in all cases where such grades and ratings correspond to the ades and ratings (provided for in like organizations of the Regrgrar Army as provided in the Tables of Organization herein referred to. These, however, shall be without prejudice to the authority of the duly authorized commanders in respect to promotions and changes in the enlisted personnel.
