The provisions of this section shah not apply to employees wliose 0¤¤¤¤¤¤¤P¢i¤¤¤· duties require only a portion of their time, except charwomen, who shall be included· employees whose services are utilized for brief eriods at intervals; persons employed gy or through corporations, grms, or individuals acting for or on b alf of or as ents of the United States or any department or independent est ent of the Government of the United States in connection with construction work or the operation of plants; employees who receive a part of their ay from any outside sources under cooperative arrangements with the Government of the United States or the District of Co umbia; employees who serve voluntarily or receive only a nominal compensation, and employees who may be provided with special allowances because of then- service in foreign coimtries.
