CH. 187. 1931 . pose, and his action in doing so shall be considered contractual obligations of the Federal Government : Provided further, That the sum herein appropriated shall be available to reimburse any future donor of privately owned lands and/or standing timber within the boundaries of any existing national park or national monument to the extent of one-half the actual purchase price thereof : Provided further, That as part consideration for the purchase of lands, the Sec retary of the Int erior ma y, in hi s discre tion and upon suc h con- ditions as he deems proper, lease lands purchased to the grantors for per iods, ho wever, no t to exc eed the life of the parti cular gr antor, and the matching of funds under the provisions hereof shall not be governed by any cash value placed upon such leases : Provided further, That appropriations heretofore and herein made for the purchase of privately owned lands and/or standing timber in the national parks and national monuments shall be available for the payment in full of expenses incident to the purchase of said lands and/or standing timber : Provided further, That not to exceed $200,000 of this appropriation shall be, and is hereby, authorized to be used in the fiscal year 1931 and thereafter for the payment in full of the purchase price of any said lands and/or standing timber as may be agreed to by the Secretary of the Interior, said amount to be matched by subsequent donations which are not allotted for the purchase of any specific lands by the donor, the total expenditure of the Federal Government in any one national park or monument for acquisition of such lands therein not to exceed 50 per centum of the total c ost of su ch lands acquire d hereaf ter in an y such p ark or monument . Construction, and so forth, of roads and trails
For the construc- tion, reconstruction, and improvement of roads and trails, inclusive of necessary bridges, in national parks and monuments under the jur isdictio n of the Departme nt of th e Interi or, inclu ding the roads from Glacier Park Station through the Blackfeet Indian Reserva- tion to various points in the boundary line of the Glacier National Park and the international boundary, and the Grand Canyon High- way from the National Old Trails Highway to the south boundary of the Grand Canyon National Park as authorized by the Act approved June 5, 1924 (43 Stat ., p. 423), and including that part of the Wawona Road in the Sierra National Forest between the Yosemite N ational Park boundary two mile s north of Wawona and the park boundary near the Mariposa Grove of Big Trees, and that part of the Yakima Park Highway between the Mount Rainier Nat ional Pa rk bound ary and connecti ng with the Cayu se Pass State Highway, to be immediately available and remain available until expended, $5,000,000, which includes $2,500,000, the amount of th e con trac tual autho riza tion conta ined in t he Ac t ma king appro - priations for the Department of the Interior for the fiscal year 1931, approved May 14, 1930 (46 Stat ., p . 319) : Provided, That not to ex ceed $20, 000 of the amo unt h erein app ropri ated may be ex pende d for persona l service s in the Distric t of Col umbia dur ing the fiscal year 1932 : Provided further, That in addition to the amount herein appropriated the Secretary of the Interior may also approve projects, incur obligations, and enter into contracts for additional work not exceeding a total of $2,850,000, and his action in so doing shall be deemed a contractual obligation of the Federal Government for the payment of the cost thereof and appropriations hereafter made for the construction of roads in national parks and monuments shall be considered available for the purpose of discharging the obligation so created .
