" SEC. 18. That the provisions of sections 8 and 10 of the Act of Fees, etc . April 5, 1906, relative to official fees and the method of accounting viApplication of pro- therefor shall apply to diplomatic offic ers below the grade of Vol.34, pp. 101, 102. minister and to consular officers . " SEC. 19.
