Cu. 278 . 1931 . cotton and its by-products, and including investigations of cotton ginning under the Act approved April 19, 1930 (46 Stat., p . 248), and for collecting and disseminating information on the adjustment of production to probable demand for the different farm and animal products, independently and in cooperation with other branches of the department, State agencies, purchasing and consuming organi- zations, and persons engaged in the marketing, handling, utilization, grading, transportation, and distributing of farm and food products and for investigation of the economic costs of retail marketing of meat and meat products, $900,000 : Provided, That practical forms of the grades recommended or promulgated by the Secretary for wool and mohair may be sold under such rules and regulations as he may pre scri be, and the rece ipts the refr om d epos ited in the Trea sury to the credit of miscellaneous receipts . Crop and livestock estimates : For collecting, compiling, abstract- ing, analyzing, summarizing, interpreting, and publishing data relat- ing to agriculture, including crop and livestock estimates, acreage, yield, grades, staples of cotton, stocks, and value of farm crops, and numbers, grade s, and value of livestock a nd livestock products on farms, in cooperation with the Extension Service and other Federal, State, and local agencies, $1,187,500 : Provided, That $383,380 shall be a vail able for col lect ing and diss emin atin g to Ame rica n pr oduc ers, importers, exporters, and other interested persons information rela- tive to the world supply of and need for American agricultural products, marketing methods, conditions, prices, and other factors, a knowledge of which is n ecessary to t he advantageou s disposition of such products in foreign countries, independently and in coop- eration with other branches of the Government, State agencies, purchasing and consuming organizations, and persons engaged in the transportation, marketing, and distribution of farm and food products, including the purchase of such books and periodicals and not to exceed $1,000 for newspapers as may be necessary in connec- tion with this work : Provided further, That no part of the funds herein appropriated shall be available for any expense incident to ascertaining, collating, or publishing a report stating the intentions of farmers as to the acreage to be planted in cotton . Market inspection of farm products : For enabling the Secretary of Agriculture, independently and in cooperation with other branches of the Government, State agencies, purchasing and con- suming organizations, boards of trade, chambers of commerce, or other associations of business men or trade organizations, and persons or corporations engaged in the production, transportation, marketing, and distribution of farm and food products, whether operating in one or more jurisdictions, to investigate and certify to shippers and other interested parties the class, quality, and/or condition of cotton, tobacco, fruits and vegetables whether raw, dried, or canned, poultry, butter, hay, and other perishable farm products when offered for interstate shipment or when received at such important central markets as the Secretary of Agriculture may from time to time designate, or at points which may be con- veniently reached therefrom, under such rules and regulations as he may prescribe, including payment of such fees as will be reason- able and as nearly as may be to cover the cost for the service rendered : Prov ided, That certificates issued by the authorized agents of the department shall be received in all courts of the United States as prima facie evidence of the truth of the statements therein contained, $580,026 .
