Ca. 278. 1931 . ment for the payment of the cost thereof : Provided further, That the total expenditures on account of any State or Territory shall at no time exceed its authorized apportionment : Provided further, That this appropriation shall be available for the rental, purchase, or construction of buildings necessary for the storage of equipment and supplies used for road and trail construction and maintenance, but the total cost of any such building purchased or constructed under this authorization shall not exceed $2,500 : Provided further, That there shall be available from this appropriation not to exceed $15,000 for the acquisition by purchase, condemnation, gift, grant, dedi cati on, or o ther wise of land and not to exce ed $ 120, 000 for the acquisition by purchase or construction of a building or buildings for the st orage and re pair of Gov ernmen t equi pment for u se in the construction and maintenance of roads . FEDE RAL-AID H IGHWAY SY STEM For carrying out the provisions of the Act entitled "An Act to provide that the United States shall aid the States in the construc- tion of rural post roads, and for other purposes," approved July 11, 1916 (39 Sta t . , pp . 355-359 ), and all Act s amendatory thereof and supplementary thereto, to be expended in accordance with the provi- sions of said Act, as amended, including not to exceed $579,110 for departmental personal services in the District of Columbia, $125,000,000, to be immedia tely availabl e and to remai n available until expended, which sum is composed of $42,400,000, a part of the sum of $75,000,000 authorized to be apropriated for the fiscal year ending June 30, 1931, by paragraph 1 of the Act approved May 26, 1928 (45 Stat., p . 750), and $50,000,000, the sum authorized to be appr opri ated for the fis cal year end ing June 30, 193 1, b y pa ragr aph 2 of the Act approved April 4, 1930 (46 Stat ., p . 141), and $32,600,000, part of the sum of $125,000,000 authorized to be appro- priated for the fiscal year ending June 30, 1932, by paragraph 1 of the Act approved April 4, 1930 (46 Stat ., p . 141) . South da m- Road and bridge flood relief, Georgia and South Carolina : To enable the Secretary of Agriculture to carry into effect the provi- sions of the Act entitled "An Act for the relief of the State of Georg ia for damag e to and de struct ion of road s and bridge s by floods in 1929," approved May 27, 1930, and the Act entitled "An Act for the relief of the State of South Carolina for damage to and destruction of roads and bridges by floods in 1929," approved June 2, 1930, the unexpended balances of the appropriations for these purposes contained in the Second Deficiency Act, 1930, shall remain available until June 30, 1932 . Relief of the State of Alabama : The unexpended balance of the appropriation of $1,660,000 contained in the First Deficiency Act . fiscal year 1930, for carrying out the provisions of the Act entitled "An Act for the relief of the State of Alabama for damage to and destruction of roads and bridges by floods in 1929," approved March 12, 1930, shall remain available until June 30, 1932 . To enable the Secretary of Agriculture, for the crop of 1931, to make advances or loans to f armers in the States of Ala bama, North Carolina, South Carolina, Georgia, and Florida, who suffered storm and/or drought losses to crops in 1929 and 1930, where he shall find that an emergency need for such assistance exists, for the purchase of seed of sui table c rops, fertili zer, fe ed for work s tock, a nd/or fuel and oil for tractors used for crop production, upon such terms and conditions and subject to such regulations as he shall prescribe :
