Waters Joint Comm is- salaries of clerks and other employees appointed by the commis- slo g s sioners on the part of the United States, with the approval solely of the Secretary of State ; for necessary traveling expenses, and for expe nses incid ent to hol ding heari ngs and co nferences at such pla ces in Canada and i n the U nited S tates a s shall be det ermined by the commission or by the American commissioners to be necessary, including travel expense and compensation of necessary witnesses, making necessary transcript of testimony and proceedings ; for cost of law books, books of reference and periodicals, office equipment Vo1.36 p .2448. and supplies ; and for one-half of all reasonable and necessary joint expenses of the International Joint Commission incurred under the terms of the treaty between the United States and Great Britain concerning the use of boundary waters between the United States and Canada, and for other purposes, signed January 11, 1909, $60,355, to be disbursed under the direction of the Secretary of State Provided, That traveling expenses of the commissioners, secretary, Provisos . expenses . and necessary employees shall be allowed in accordance with the Vol.44,p. W. provisions of the Subsistence Expense Act of 1926 (U. S . C ., title 5, p 3 7 s .C, Supp. IV, chap . 16) : Provided further, That a part of this appropriation may Rental allowance . be expended for rent of offices for the commission in the District of C olumb ia in the event that the P ublic Buil dings Commi ssion is unable to supply suitable office space . For an additional amount fo r necessar y special o r technica l inves- Speci al and techn ical tigations in connection with matters which fall within the scope of investigations . the jurisdiction of the International Joint Commission, including personal services in the District of Columbia or elsewhere, traveling Ee P enr v" ex penses, pr ocurement of technica l and scie ntific equ ipment, an d the purchase, exchange, hire, maintenance, repair, and operation of motor-propelled and horse-drawn passenger-carrying vehicles, $115 ,000, to be disburs ed under the direct ion of the Secretar y of State, who is authorized to transfer to any department or independent Transfers of funds to other branches permit- establishment of the Government, with the consent of the head te d. thereof, any part of this amount for direct expenditure by such department or establishment for the purposes of this appropriation . PAYMENT TO THE GOVERNMENT OF PANAMA To enable the Secretary of State to pay to the Government of Panama the twentieth annual payment, due on February 26, 1932, from the Government of the United States to the Government of Panama under article 14 of the treaty of November 18, 1903, $250,000 .
