Maintenance.
Maintenance of vessels : For maintenance and operation of vessels
and launches, including purchase and repair of boats, apparatus,
mac hinery, and other facilit ies requ ired for use with the sam e, hire
of vessels, temporary employees, and all other necessary expenses
in connection therewith including not to exceed $1,000 for the pur-
chase of plans and specifications for vessels or for contract personal
services for the preparation thereof, and money accruing from com-
mutation of rations and provisions on board vessels may be paid on
proper vouchers to the persons having charge of the mess of such
vessels, $316,920, of which not to exceed $48,600 may be expended for
pay of officers and employees of vessels of the Atlantic coast and
not to exceed $98,820 for pay of officers and crews of vessels for the
