S.°C. pp.1122; Attorney General of the United States under the provisions of sec- 1302 . tion 355 of the Revised Statutes (U . S . C ., title 34, sec. 520 ; title 40, sec . 255) ; the maintenance of memorials erected by the commission until the Secretary of War is advised of their completion and assumes their maintenance ; employment of personal services in the District of Columbia and elsewhere ; the transportation of, mileage of, reimbursement of actual tra vel expenses or per diem in lieu thereof to the personnel engaged upon the work of the commission ; the reimbursement of actual travel expenses (not exceeding an ave r- age of $8 per day for subsistence) or per diem in lieu thereof (n ot exceeding $7 per day) to, and the transportation of the members of the commission, while engaged upon the work of the commission ; the establishment of offices and the rent of office s pace in for eign countries ; the maintenance, repair, and operation of motor-pro- pelled passenger-carrying vehicles which may be furnished to the commission by other departments of the Government or acquired by p ur ch as e ; printing, binding, engraving, lithographing, photograph- ing, and typewriting, including the publication of information co n- cerning the American activities, battlefields, memorials, and ceme- teries in Europe ; the purchas e of maps, textbooks, newspapers, and periodicals ; including not to exceed $20,000 for such expenses as the co mmiss ion, in it s dis creti on, m ay de cide to be nece ssary inc ident to the dedication of the memorials, $3 04, 25 0, to be immediately avail- able and to remain available until expended : Provided, Th at the commission may incur obligations and enter into contracts for build- ing materials and supplies and for construction work, which, inclu- sive of the amounts herein and heretofore made available, shall not exceed a total of $4,500,000 : Provided further, That notwithstanding the requirements o f existing la ws or regulat ions and under such terms and conditions as the commission may in its discretion deem necessary and proper, the commission may contract for work in Europe, and engage, by contract or otherwise, the services of archi- te cts, firms of a rchit ects, and other tech nical and profe ssion al pe r- sonnel : Provided further, That the commission may purchase mate- rials and supplies without regard to section 3709 of the Revi sed Statutes (U . S. C., title 41, sec . 5) when the aggregate amount involved does not exceed $500 : Provided further, That when travel- ing on business of the commission officers of the Army serving as membe rs or as secr etary of the c ommission may be reimburse d for expenses as provided for other members of the commission .
