Printing and ing . bi nd- N ATI ONAL GATT .F,RY OF ART TARIFF COMMISSION For salaries and expenses of the United States Tariff Commission, including purchase and exchange of labor-saving devices, the pur- chase of professional and scientific books, law books, books of reference, gloves and other protective equipment for photostat and other machine operators, rent in the District of Columbia and else- where, subscriptions to newspapers and periodicals, and contract stenographic reporting services without regard to section 3709 of the Revised Statutes (U . S . C ., title 41, sec. 5), as authorized by sections 330 to 341 of the Tariff Act of 1930, approved June 17, 1930 (46 Stat ., pp . 696-707), $1,200,000, of which amount not to exceed $900 ,000 may be expen ded for perso nal services in the Distric t of Columbia ; not to exceed $5,000 for expenses, except membership fees, of attendance at meetings concerned with subjects under investi- gation by the commission ; and not to exceed $2,000 for allowances for living quarters, including heat, fuel, and light, as authorized by the Act approved June 26,1930 (46 Stat ., p . 818) : Provided, That the commission may procure supplies and services without regard to section 3709 of the Revised Statutes (U . further, That the appropriation for the fiscal year ending June 30, 1931, for salaries and expenses of the Tariff Commission are hereby made available for payment of rent in the District of Columbia and elsewhere : Provided further, That no part of this appropriation shall be used to pay the salary of any member of the United States Tariff Commission who shall hereafter participate in any proceed- ings under sections 336, 337, and 338 of the Tariff Act of 19 30, wherein he or any member of his family has any special, direct, and pecuniary interest, or in which he has acted as attorney or special representative .
