Whenever, du ring the fisc al year endin g June 30, 19 32, the executive head of any independent bureau, office, or establish- ment appropriated for in this Act shall find that the expenses of travel, including travel at official stations, can be reduced thereby, he may authorize in lieu of actual operating expenses, under such regulations as he may prescribe, the payment of not to exceed 3 cents er mile for m otor cycles or 7 cents per mi le for an automobile used for necessary travel on official business.
