PAY OF CIVIL EMPLOYEES, MARINE CORPS Pay of civil force : For personal services in the District of Colum- bia, a s follo ws Offices of the Major Genera l Commandant a nd adjutant i nspector, $127 ,590 ; Office of paymaster, $50,880 ; Office of the quartermaster, $127,097 ; in all, $305,567 : Provided, That the total number of enlisted men on duty at Marine Corps headquarters on May 7, 1930, shall not be increased, and in lieu of enlisted men whose services at such headquarters shall be terminated for any cause prior to July 1, 1932, their places may be filled by civilians, for the pay of whom, in accordance with the Classifica- tion Act of 1923, as amended, either or both the appropriations " Pay, Marine Corps," and " General expenses, Marine Corps," shall be available : Provided, That no part of section 1305 of the Revised Statutes, as amended by the Act of June 12, 1906 (34 Stat. 246), of the Act of February 9, 1889 (25 Stat . 657), or of the Act of June 29, 1906 (34 Stat . 579), or of any other law, shall be so construed as to authorize the recovery in any manner of any indebtedness to the United States or to any of its instrumentalities from either the amounts deposited with the Government pursuant to law by any depositor in the military or naval service, or from the interest thereon . GENERAL EXPENSES, MARINE CORPS For every expenditure requisite for, and incident to, the authorized work of the Marine Corps, other than as appropriated for under the headings of pay and salaries, as follows For provisions , subsistence , board and lo dging of enli sted men, recr uits and rec ruit ing part ies, and app lica nts for enli stme nt, cash allowance for lodging and subsistence to enlisted men traveling on duty ; ice, ice machines and their maintenance, $3,080,000 ; For clothing for enlisted men, $1,057,288 ; For fuel, heat, light, and power, including sales to officers, $500,000 ; For military supplies and equipment, including their purchase, repair, preservation, and handling ; recreational, school, educational, library, musical, amusement, field sport and gymnasium supplies, equipment, services, and incidental expenses ; purchase and marking of prizes for excellence in gunnery and rifle practice, good-conduct badges, medals, and buttons awarded to officers and enlisted men by the Gove rnme nt f or c onsp icuo us, gall ant, and spe cial ser vice ; rental and maintenance of target ranges and entrance fees for competitions, $825 ,000 . For transportation of troops and applicants for enlistment, includ- ing cash in lieu of ferriage and transfers en route ; toilet kits for issue to recruits upon their first enlistment and other incidental expenses of the recruiting service ; and transportation for dependents of officers and enlisted men, $549,765 ; . For repairs and improvements to barracks, quarters, and other public buildings at posts and stations ; for the renting, leasing, and improvement of buildings in the District of Columbia, with the approval of the Public Buildings Commission, and at such other places as the public exigencies require, and the erection of temporary buildings upon the approval of the Secretary of the Navy at a total cost of not to exceed $10,000 during the year, $375,000 ;
