SEC . 2 . Subject to the aforesaid conditions and limitations the property at or- tai . locatons . State of We st Virginia, by and through the State Bridge Commis- sion or the successors of said commission, shall be, and it is hereby, aut horize d to a cquire by pur chase or con demnat ion any priva te property, rights, or interests relating to bridges under construction or authorized to be constructed at any or all of the following loca- tions and to construct or rebuild said bridges, towit: A bridge across the Ohio River at or near Sistersville ; a bridge across the Ohio River at or near New Martinsville ; a bridge across the Ohio River at or near Wellsburg ; a bridge across the Ohio River at or near Moundsville ; a bri dge ac ross the Mon ongahel a Rive r at or near Star City ; a bridge across the Kanawha River at or near Point Pleasant . The tim es for commen cing and com pletin g the c onstru ction of new bridges authorized by this section shall expire two and four years, respectively, from the date of approval hereof . SEC . 3. There is hereby conferred upon the State of West Virginia and the West Virginia' Bridge Commission, or the successors of said commission, all such rights and powers to enter upon lands and to acquire, condemn, occupy, possess, and use real estate and other property needed for the location, construction, rebuilding, and/or operation of any and/or all such bridges and their approaches as are possessed by railroad corporations for railroad purposes or by bridge corporat ions for bridge purpo ses in the State in w hich such real esta te or other propert y is s ituated , upon makin g just compen sation therefor, to be ascertained and paid according to the la ws of such State, and the proceedings there for shall be the same as in con- demn ation or exp ropria tion of prope rty for publ ic pur poses in such State . SEC. 4. The Stat e of W est Vi rginia , by and thro ugh the West Virginia Bridge Commission, or the successors of said commission, is hereby authorized to fix and charge tolls for transit over any and/or all such bridges, and the rates of toll so fixed shall be the lega l rate s unti l chang ed by the Sec retary of Wa r under the a uthor- ity contained in the Act of March 23, 1906 . SEC. 5. The State of West Virginia, by and through the State Bridge Comm ission of West Virgin ia, or its successors , may unite or group al l or such of said int rastate bridges into one or more separate projects for financing purposes as in its judgment shall be Ohio River at Sis- tersville ; New Martins- ville ; Well sbur g ; Moundsville . Monon gahela River at Star City . Kaanawha River at Point Pleasant . Time limitation for bridge construction . Right to acq uir e needed lands possessed by railroad corpora- tions co nferred.
