For salaries and expenses in accordance with the provisions of Salaries and ex- penses, in accordance the "Agricultural Marketing Act," approved June 15, 1929, and with "Agricultural Marketing Act ." the Act creating a Division of Cooperative Marketing in the Depart- Ante, p. 11 . ment of Agriculture, approved July 2, 1926, including stenographic Vol. 44, p. 802. reporting services to be obtained by the board through the civil service, by contract or otherwise ; not to exceed $750 for newspapers and c lippings, pay ment for which may be made in advance ; me mber- ship fees or dues in organizations which issue publications to mem- bers only or to members at a lower price than to others, payment for which may be made in advance ; procuring of manuscripts, data, and special reports by purchase or by personal services without regard to the provisions of any other Act ; purchase, maintenance, repair, and operation of motor-propelled passenger-carrying vehicles and garage rental in the District of Columbia and elsewhere ; Transportation, etc., traveling expenses ; payment of actual transportation expenses and expenses . not to exceed $10 per diem to cover subsistence and other expenses while in conference and en route from and to his home to any person other than an employee or a member of an advisory commodity com- mittee whom the boar d may from tim e to time inv ite to the cit y of Washington and elsewhere for conference and advisory purposes in furthering the work of the board ; the payment in lieu of actual operating expenses of not to exceed 3 cents per mile for mo tor cycle or 7 cents per mile for an automobile used for necessary travel on official business whenever the board shall find that the expenses of travel can be reduced thereby ; the employment of persons, firms, and others for the performance of special services, including legal services and other miscellaneous expenses : Provided, T hat dur ing Transfers of funds for the fis cal year 193 1, w hen the Fede ral Farm Boa rd r equi res coop era- cooperat ive work by tive work by any department or independent establishment of the departments, etc. Government within the scope of the functions of such department or e stabli shment and which such d epartm ent o r esta blishm ent is unable to perform within the limits of its appropriations, the Federal Farm Board may transfer from this appropriation to such depart- ment or establishment, with the approval of the head thereof, such sum or sums for direct expenditure as may be necessary for the performance of such additional work : Provided further, That the appropriation. objects of expenditure specified herein shall apply also to the appro- priation for administrati ve expenses o f the Federal Fa rm Board Anie, p. 28 . for the fiscal year ending June 30, 1930, contained in the Act approved June 18, 1929, entitled "An Act making an appropriation to carry out the provisions of the `Agricultural Marketing Act,' approved June 15, 1929," $1,900,000 .
