C ., title 19, sets. 154-158 ; title 19, sees . 174-180, 182-190), $760,000, together with $40,000 of the unexpended balance of the appropria- tion for this purpose for the fiscal year 1929, of which amount not to exceed $690,000 may be expended for personal services in the District of Columbia and not to exceed $2,000 for expenses, except membership fees, of attendance at meetings concerned with sub- ects under investigation by the commission : Provided, That the com- mission may procure supplies and services without regard to section 3709 of the Revised Statutes (U . S . C ., title 41, sec . 5) when the aggregate amount involved does not exceed $20 : Provided further, That no part of this appropriation shall be used to pay the salary of any member of the United States Tariff Commission who shall hereafter participate in any proceedings under said sections 315, 316, 317, and 318 of said Act, approved September 21, 1922, wherein he or any member of his family has any special, direct, and pecu- ni ary int erest, or in which l ie has acted a s attor ney or special representative .
