SEC . 2. In the expenditure of any amount in excess of $7,500,000 appropriations to pro]- fr om ap prop riati ons u nder the autho riza tion made for each of th e e ats on Federal-aid s yste ms not sat isfa c- fiscal years ending June 30, 1931, June 30, 1932, and June 30, 1933, t oril yff nanc edy for carrying out the provisions of section 23 of the Federal High- way Act, the Secretary of Agriculture shall give preference to those projects, which he shall determine are not otherwise satisfactorily financed or provided for, which are located on the Federal-aid high- way system as the same is now or hereafter may be designated Pro vided, That the projects so preferred on the Federal-aid high- st and ards re quir ed . way system shall be constructed of the same standard as to width and character of construction as the Federal Government requires Maps, etc ., showing of the States under like conditions : And provided further, That the progress to be prepared, Secretary of Agriculture shall prepare, publish, and distribute a e tc' map and other information, at least annually, showing the progress made in the expenditure of the funds authorized under this section .
